Mr. Chernov graduated from Moscow Engineering Physics Institute in 1993. From 2010 to 2014 he was the Director of Nuclear Energy and Atomic Industry Department at the Ministry of Energy of Ukraine.

He worked at the Joint Institute for Nuclear Research (Dubna, Russia), Zhovti Vody Scientific and Technical Center, Westinghouse Electric Company (Monroeville, PA, U.S.), State Enterprise National Atomic Energy Generating Company “Energoatom” (Kyiv, Ukraine), Ukrainian-Kazakhstan-Russian joint venture for nuclear fuel production (JSC UKRTVS, Kyiv, Ukraine). Mr. Chernov headed the delegations of Ukraine during the summits of the IAEA, OECD, Nuclear Supplier Groups, was co-chair and participant of intergovernmental and interstate working groups. He is an author of scientific articles and patents in the field of accelerator technology and nuclear fuel production. He was a member Supervising Board in a number of leading state enterprises. Mr. Chernov coordinated construction of Nоvokonstantinovka Mine on the biggest in Europe uranium deposit.
